There can only be two Ambassadors from each country (one to the Pope and one to the Emperor) and emissaries (as many as the King chooses to send)

Ambassadors rank emissaries, who are then ranked by the rank of the lord to whom they are sent. They report to the Lord High Chancellor in England and the Chancellier in France.
