When in the same county as the enemy army, you avoid battle by setting your "Standing Order" to retreat. If both armies seek battle, there is one. The only way to bring an army to battle when one army is seeking to avoid battle is to trap it. Success in trapping the enemy army depends upon how much higher one commander's ability rating is over the other's, as well as the sizes of the armies in question.
