When in the same general area as an enemy army, you avoid battle by setting your "Standing Order" to retreat. If both armies seek battle, there is one. The only way to bring an army to battle when one army is seeking to avoid battle is to trap him. Attempting to trap the enemy army depends on how much higher one commanders ability rating is, in combination with how many more troops the attacking force has.
